To add the Install as administrator option to the context menu for MSI packages, right-click on the Start button and select Run from the command menu, if you’re using Windows 8.1. I would suggest you to check if Stream is compatible with Windows 10 in the Windows compatibility center.

I suggest you to follow the below steps and check if it helps.

  1. Open run command and type regedit into the box and click Ok. If a User Account Control dialog box appears, click yes.

  2. The Registry Editor windows opens. Now go to the following directory :

    HKEY_CLASSES_ROOTMsi.Packageshell

  3. Right click on shell and click New -> Key

  4. The new key is added under shell. Rename it to run as.

  5. Right click on (Default) in the right pane of run as and select Modify from the menu that appears

  6. An Edit String dialog box appears . Type Install as &Administrator in the value data box

  7. Right click on run as you created earlier and select New -> Key and rename it to command

  8. Click command and from the right pane , right click on default and type in the following into Edit String box :

    msiexec /i “%1”

  9. Click Ok and close the Registry Editor windows

  10. Restart the computer.
